According to the First Deputy Director General of the Agency, the liquidation of financial institutions has become cheaper and faster. The total amount of funds to be returned has increased, as has the subsidiary liability of persons controlling the debtor.
First Deputy Director General of the Deposit Insurance Agency Maria Filatova told the National Banking Journal about the results of liquidation procedures in banks for 2024. According to her, the procedure is currently being carried out in relation to 298 credit institutions, and 90% of them are in the final stage. Literally a few assets remain in the banks, which are either under arrest or in dispute, the DIA representative explained. The total value of the remaining assets of the liquidated banks is about 30 billion rubles.
Filatova noted that in order to complete the liquidation, they began to use the transfer of the remaining property to creditors as compensation. This approach accelerates the bringing of controlling persons (KDL) guilty of bankruptcy to justice. This is necessary for calculating subsidiary liability, since only after completing work with assets can its real size be determined and collection can begin.
The duration of liquidation procedures has also been reduced. Previously, Filatova explained, they lasted an average of four years. And from 2020 to 2024, this period was reduced to one and a half years. Liquidation costs decreased in 2024 by 19%, or to 6.2 billion rubles on average.
Over the last four years of liquidation activities, the DIA collected about 332.8 billion rubles into the bankruptcy estate of banks. Almost a third of this was in 2024 (96 billion rubles). According to the results of the reporting year, the average percentage of satisfaction of creditors' claims of financial organizations was 49.8%.
Liability of creditors
According to Filatova, the DIA monitors the assets of about 4,000 persons affiliated with banks. About 110 creditors were brought to subsidiary liability, and the potential amount of collections was 219 billion rubles (the final amount is determined after settlements with creditors). Another 40 executives were ordered to pay damages totaling over 88 billion rubles. More than 700 bankruptcy procedures have been initiated to search for and collect on the assets of such individuals, where the claims of liquidated banks amount to 1.8 trillion rubles.
The deputy director of the DIA added that the agency is also working with foreign assets. Foreign assets of KDL worth $163 million were blocked in ten countries.
In total, last year, after all collections, about 5.5 billion rubles were returned to the bankruptcy estate, which is twice the result of 2023.
In addition, in 2024, 90 criminal cases were initiated based on DIA requests. In 71 of them, former executives were convicted, and in 47 cases, the defendants were sentenced to real imprisonment, Filatova summed up.
